ICAO names Liu secretary general: first woman in that post

March 12, 2015, Montreal - For the first time in its history, the UN agency that governs civil aviation has appointed a woman as its secretary-general.

Fang Liu of China begins the three-year term at the International Civil Aviation Organization at the beginning of August.

Liu succeeds Raymond Benjamin of France, who has held the post for two consecutive terms since 2009.

She is also only the second secretary-general from an Asia Pacific State.

Liu has been the director of the organization’s bureau of administration and services since 2007. Before that, she held various posts within the Civil Aviation Administration of China.

She is fluent in Chinese and English, has a good command of French and has an extensive educational background in both international and air and space law.
